APRRN, Human Security Alliance and Thai committee for Refuges are jointly organising the workshops on ‘Stateless’ people of Thailand and neighboring regions and IDPs in Thailand and the region.

On Statelessness:
This conference will address the following issues:
In addressing the crisis of ‘stateless’ peoples in Thailand and bordering regions – we need to look at what is being done and how the state responds to minority groups, corruption involved and violence. ‘Stateless’ people are not a clearly defined body but a shadowy group who live without clear boundaries and laws which would govern and defend them. The stateless person can be sub divided into several categories.
. It is not well documented – the extent to which ‘statelessness’ occurs, but there are a number of cases involving such incidents. These are some of the thematic areas of Statelessness
- We will look at elements of citizenship and/or denial of it
- discrimination on the basis of identity
- historical legacies
- artificiality of nation states that divide communities across borders
- The lack of recognition of ancestral domains.
- The status of children born to refugees in detention camps and access to a nationality etc.
- R2I (right to information) for the excluded community
- Contentious issues –  legal matters
- Protection Issues
The purpose of this workshop:
Persecution and lawless treatment of individuals of ‘stateless’ identity is raising concerns among human rights observers and of the international community since many cultural identities are being challenged, displacement of traditional lands and practices are occurring and in extreme cases there are a great deal of atrocities as a result of conflicting interests thru contact by these people and the states involved.
We expect to meet the necessary steps:
Through our advocacy work we expect to move towards submission of policies in both – local government and State government(s) of the regions in question with peoples of ‘statelessness’.
It is necessary to meet the 3Cs of ‘statelessness’, that is; Cause-Consequence-Correction  as well as to address the occurrences of the past, present and future.
The three basic objectives for proposing this study:
- To conduct a more thorough investigation of the current level of statelessness to date and to which regions of Thailand and neighboring countries it exists.
- To bring awareness to the issue and the necessary steps to stem the problem. Through local knowledge and case studies these issues of the IDP and stateless people can be heard. In raising awareness we can bring the regional and international recognition to these people.
- Advocacy is a prime objective as we need to outline the need for policies on the stateless person. By creating awareness among our network we influence the actions taken to represent these people. As well, we can develop policy and advocacy with ASEAN and government entities by submitting advocacy to governments.
On Internally Displaced Peoples (IDP’s):
This conference will address the following issues:
IDP groups are mainly challenged by conflict, environmental changes and legislations. IDP occurrences often involve state lead population displacement, mainly ethnic minorities and hill tribes. These hills tribes occupy the hill areas of the states – suggesting that they are the sovereign lands of the tribes that will be discussed. The occurrences around IDP’s are primarily; Conflict and/or Legislation.
- In such occurrences, the areas have been turned into protected zones for conservation and/or parks by the state where these people use to cultivate the land for themselves.
- These hill tribes are often not part of the resettlement initiatives by the state.
- Many of these tribal peoples are suffering because they are abandoning there traditional methods of sustainability.
- In some cases groups are moving in order to avoid enslavement to the state and/or persecution.

We expect to meet the necessary steps:
Through our advocacy work we expect to move towards submission of policies in both – local government and State government(s) of the regions in question where IDP cases exist. Conflicts, Environmental changes and legislation are devastating concerns for the many minorities – forcing them into a migrant life. And finally, we will address the policy (ies) in place to determine what can further by done to improve the situation.
It is necessary to look at the issues of forced displacement due to ‘development’ practices. These occurrences are perpetuated by:
- infrastructure projects
- tourism
- environmental factors such as degradation, natural calamities
- social exclusion
- overlapping issues of citizenship
- historical legacies
- artificiality of nation states that divide communities across borders
- the lack of recognition of ancestral domains.
